Bio

 

Sgt. Lewis began working with police service dogs in 1980 as one of Oxnard PD’s first decoys.  He later became a handler and served as the K9 supervisor for eight years. 

 

He first introduced police dog deployment to SWAT at Oxnard PD in 1998 after attending SKIDDS Class # 4.  He has been a SKIDDS instructor since 2000 and has instructed tactical officers and K9 teams from California, Arizona, Nevada, Idaho, Utah and Brazil. 

 

Additionally, Sgt. Lewis served over 25 years on SWAT and brings extensive tactical experience and knowledge to Gold Coast K9’s training program.

Work History

Oxnard Police Department, Oxnard, California – March 1978 to December 2005

 

  • Special Weapons and Tactics Team (SWAT) (May 1980 to December 2005) – Assigned as squad sergeant in 1997.  Directly responsible for supervision of team personnel, tactical planning and field deployment, team training, K9 interaction, personal protection, and served as “Acting Commander.”  Served as Tactical Team Leader from 1988 to 1997. 

 

  • K9 Unit Supervisor (May 1997 to December 2005) – Collaterally assigned to supervise and evaluate six cross-trained K9 teams for patrol work and narcotic/explosives detection, related training and policies, selection of new handlers and police service dogs, and coordinated responsibilities of civilian K9 trainer.

 

  • Special Enforcement Unit (SEU) (January 1998 to December 2005) – Directly responsible in first-line, functional and technical supervision of SWAT officers multi-tasked with gang enforcement, high risk warrant and arrest service, parole/probation searches, undercover surveillance, departmental and outside agency tactical training, and providing patrol/investigative assistance as needed.

 

  • K9 Officer (November 1992 to January 1997) -  Assigned to patrol division;  responsible for cross-trained police service dog and deployment (patrol work and narcotics detection), related training, and public demonstrations.

 

  • Field Training Officer (April 1980 to May 1992) – Directly responsible for supervising, training, and evaluating new police officers and reserve police officers, updating training materials and completing related training tasks as assigned.

 

Training and Instructor Certifications

 

  •       SKIDDS/CATS (August 2000 to present) – Instructor for POST-certified SKIDDS (“SWAT & K9 Interacting During Deployment School”) and CATS (“Canine Tactical School”) to teach SWAT officers and K9 teams how to work together and be more efficient during tactical field deployments (www.skidds.com).  Also serves as SKIDDS instructor for International Training Resources (ITR).
     

  •      SKIDDS Challenge (July 2004 to present) – Founder and coordinator of the only law enforcement competition where SWAT officers and K9 teams compete together. The SKIDDS Challenge is a fast-paced, think-on-the-move one-day competition that physically and mentally challenges the officers and police service dogs that participate.  The competition is based on the tactics and skills taught at SKIDDS and actual deployments.  The competition is designed specifically to challenge participants while simultaneously providing a unique training opportunity.  The events planned for the competition include four tactical scenarios, two range events, one obstacle course, and one “team building” event.  (More information at www.skiddschallenge.com)
     

  •       Tactical Decision Making Under Stress (January 2005 to present) – Certified as an instructor to teach officers how to mentally and physically survive anticipated and unanticipated threats.
     

  •      “Tactical Debriefings – A three-part presentation begins with an overview of tactical debriefings, includes a debrief of a warrant service involving the death of an Oxnard PD SWAT officer, and concludes with the comprehensive training plan that was subsequently developed after the death of the officer.  This presentation has been given at the POST-approved “Advanced SWAT Commanders’ School” (2005) and to SWAT Commanders and Team Leaders at the California Association of Tactical Officers (CATO) training conference (2006).
     

  • K9 Team Evaluator (January 2000 to present) - POST-certified evaluator and certifier for K9 teams in patrol deployment, narcotics detection and explosives detection. 
     

  • Patrol Response To Active Shooters (September 1999 to present) – Developed Oxnard PD’s operational guidelines for “Critical Incident Response to Schools” (CIRTS) in 1999.  Certified in January 2002 by the National Tactical Officers’ Association as instructor for “Patrol Response to Active Shooters.”
